After applying vit c serum is it important to apply to moisturizer

I yesterday got my dermaco 2% salicylic acid serum ...I never use any kind of serum before so I want to know ...how many times a week it should be used for acne and pimple
Hey! Please follow this procedure:
1. Take out a small amount of face wash and massage onto wet skin (twice a day) in a gentle upward circular motion
2. Rinse thoroughly with lukewarm water and gently pat dry.
3. Follow it up with 2% Salicylic acid Serum, just 2-3 drops are enough for the whole face and neck.
4. Massage gently until absorption. Follow it up with the moisturizer according to your skin.
5. During the daytime, follow it up with the broad-spectrum sunscreen as well.
Start the product on alternate days at night, once your skin gets habitual with the product, you can use it normally twice a day ( AM-PM).

Dermatologists usually recommend Vitamin C serum bottles to be dark or brown coloured and if colour changes/oxidised the product loses it's efficacy??
Since the bottle here is not dark in colour and says can be used even after colour change, will it still be effective and safe to use?

Derma co is such a ridiculous brand don't know anything about their products yet cause i got mine today. But I had placed an order of 4 products and have got only 3 even they also have billed only 3 product. Now I'm trying to contact the customer care through mail, as they have that option only, since morning and they aren't responding and on the website it's showing that they have delivered all the products.
