Are the streets there like that at all hours of the night? What I mean is, if you were to go out at 3 or 4 in the morning in some place like Shibuya or Shinjuku, would there still be throngs of people bustling about?
The train in tokyo stops around 1 AM, so naturally there would be a lot less people outside during those hours. So throngs of people? No, but people? Yes
