The more you use 4wd the easier it shifts. Mine is at the point that I can shift into and out of 4wd hi whether moving or not. It can also shift into 4wd lo standing still also. It does shift easier while moving a little but you need to be able to shift when you are stuck or the 4wd is useless.
If want to put in 4high in stop position you have to put the other gear in nutural mode not in drive mode then sift the 4high gear. That’s how I do mine on my gladiator
If you aren't moving and pulling the transfer case shifter doesn't engage 4h the gears in the transfer case are lined up tooth to tooth. Pull then release pressure and repeat this motion. Kind of like you're trying to shake it. After a few pulls the gears should have moved enough so the shifter pulls further back and the gears mesh.
When shifting into 4 lo, it should be done in one fluid motion. Stopping at each position makes it harder for the transfer case.It’s all in the manual.
Being that I live in Ft. Wayne Indiana, I needed 4wd a couple times this winter and I to couldn't switch to 4wd at a stand still either.. I tried in d and in p it did not make a difference..
Its really simple when using 4 high make sure your moving ( under 45 MPH) position the throttle so your not accelerating or decelerating and pull it back. Very simple. My question is what do you need 4wd for in south Texas?
While in Drive when stopped, you’ve still got forward pressure on the drive train …. even if not moving. Try in neutral versus drive while stopped.

When at a stop, definitely neutral to engage
It shifts a little easier after doing it a few times
