Did he some how heal from polio for a bit and got polio again in this video?
He's using his upper body to lean on his assistant and his cane. Then when he gets to the railing, he leans on that and his assistant leaves.
He used wooden braces, look up polio braces. They hold your leg straight so you can waddle.
