I know it took a long time for Maxwell to admit to himself how he felt, and then to tell Fran (only to take it back). As for Fran, she probably caught on a lot sooner, being more in touch with her feelings. Cheers! :)
honestly i believe maxwell had feelings for fran the moment she dug her heels into the mansion straddling her shades of the orient cosmetics suitcase and her lipstick resume, and then fell completely head over heels for her when she stepped down the stairs in her sequin halter red dress. The rest of the series was just him finding out how much more he loved her bc of the positivity and loving environment she brought to his home his children and himself, which slowly brought him out of his commitment phobia and widower guilt, although he came to terms with this love much later than fran, it was always there from the beginning, he just never confronted and accepted them out of fear. fran on the other hand was smitten with maxwell as many others were but she didn’t become truly in love with him til at least late into the second season, but at least when she caught on she never shied away from her emotions for him.

He differently had some level of feel from the pilot. Niles says something like just what you needed and he says something like you don't just mean for the kids. And he doesn't just call he goes to her place to ask her to come back.

Yes, being alone and single isn't too bad compared to some stuck in unhappy marriages, Fran, said this in one episode.... And Fran was going to marry Danny except he cheated on her. Fran seems to be strong in respecting herself rather than putting up a show for the world. She ventures out in the world to take care of herself and finds love again. If, anything this is the type of postive attitude one needs. Listening to naysayers, will make you unhappy whatever your situation. But, it's human nature I suppose to put others down to feel good about oneself. A pity those naysayers have been those close to her as well.
