When they start vertical the rocket could attack in any dirrection, without loosing time for the laucher to turn, second the vertical start rockets have so called "mortar start", there is a small powder charge that throws the missle in the air, it starts then its engine, when a rocket starts from stand still possition, if uses a lot of fuel for the initial acceleration. If the rocket is already moving when the rocket engine is started we don't loose so much energy.

Well that's not quite true. The S-400's are being disabled by minature drones, which then lets the cruise missiles through. Ukraine has found a way of beating these SAMs.
