There is a law, section 137 of the highways act 1980 makes it an offence to obstruct a public highway without lawful authority or excuse. I don't think she died but she ended up being brain dead or something like that. The doctor said it was because of the delay and she would have been all right if the ambulance hadn't been held up. The people from stop oil were arguing with the people on the network that this was ok because they were demonstrating for something much more important.
