Truely this is a HUGE problem nation-wide with ALL fire departments having surplus of these. I think something needs to be created to somehow eliminate this issue... Any ideas?? Anybody?

depends...from zero just a few maybe. A booster pump is required to get the most out f a tank. With a booster I can still use a tank below 2000psi
