I can sort of understand why Rest works differently. First there's the question of how much damage Rest would have to recover, then there's the fact you could camp with it, especially in single player modes. Due to how broken it could be, I understand Rest working as a knock off move instead.
She's pink, she's voiced by a woman, and she wears multicolored ribbons/bows on her head when you press the buttons on the character select screen. That's enough to make me call her "she"
Jigglypuff is voiced by Rachell Lillis who did the voice of Misty and Jessie, and she did the voice of Pikachu in the earlier episodes of Pokemon Season 1
I think its worth mentioning: Her flying ability from puffin up comes from the Anime The fact that she uses so many slaps as her attacks also comes from the anime as when she got mad (at a clafairy for example) she would slap them arround a lot
Another thing is that in the anime, jigglypuff was was famous for singing (her?) enemies to sleep. She was also famous for her use of a marker on those who fell asleep, that wasn't put into brawl.

I know this is two months late, but I believe the characters stay asleep depending on how much damage they have taken. So if an opponent is above 100%, they can sleep long enough to...say, use Rest on them. :P
I think the logic used by CrappyCaptureDevice makes enough sense for SSB without needing that Snore theory. If they had allowed Jigglypuff recover by using Rest, then anybody would have been able to cheat by going to a distant platform and Rest repeatedly. Instead they made it so the opponents are damaged; even though it isn't that coherent with the games, it's more fair for a fighting game.
Not only that, when the same enemy takes damage again with rollout with the same charge, it flies farther, due to percentage increase. It means: The more you hit Rollout, the farther the enemy flies. Just like in the pkmn games.
In the Pokemon games it will completely heal the user and free it of all status conditions, but it will sleep and be open for attacks for two turns. In Melee it pretty much murders the enemy if you touch the enemy when you use it. Hope I helped =D
I know you used Milktank as an example, but in the actual Pokemon Blue/Red game, Jigglypuff could learn rollout herself. In FireRed/LeafGreen it counted as a Rock type move though. :)
You forgot one thing: the way jigglypuff executes her rollout attack came from that one transition scene from Pikachu's Vacation where a ton of jigglypuff were rolling and singing. And yes, Pokemon: the first movie did come out before pokemon stadium.
I don't have the episode recorded any more... but there's this one episode in the Ruby/Sapphire anime series (they change titles halfway through each area, that's just so stupid) where Ash and crew meet up with this guy who's trying to catch a wild Jigglypuff... I'd swear that Jigglypuff is an anime version of SSBM's Jigglypuff, with what moves it was using... (flamethrower = fire flower)

The reason JigglyPuff's rest does damage...actually no, the attack does nothing. Here is my theory- the reason characters blast off is because the other they are offended that jigglypuff would do such a thing in the middle of a battle. They explode in the overwhelming anger and astonishment.
Actually, it lasts longer the less your opponent mashes the buttons on their controller. Low level opponents like the training dummy barely even touch the buttons, so it lasts a lot longer.
the more damage they have, the longer they sleep. so if you use sing on someone with 999% damage, they'll sleep for like, two minutes if no one attacks them.
yeah, i found that in practice mode. use jigglypuff, put the computer's damage at 999%, and use sing. it's not like two minutes, but it's longer, no doubt
Ah looking at the clip in the beginning reminds me of how I never beated that f*cking milktank. I remember trying like 7-8 times going through the 2 first trainers only to get owned by a milktank using rollout.
Oh btw theres a glitch with jiggly puff well kinda but the move Punch or what ever, you can almost fly forever cuz it just keeps pushing you , Like the stage Hyrule the castle I love semi flying around the area
I don't really understand why Jigglypuff has been in all the Super Smash games but I like her and I dominate as her so I'm not complaining but I don't understand why she is in the games.
You shouldve said that since Rollout took multiple turns to get stronger, thats how it was translated into charging. Also, when her shield breaks....she dies. I dont know why.

Honestly, that battle against Whitney's Milktank in Pokemon Stadium 2 was the hardest battle in the game.

It would actually be a very unfair advantage that you could heal every time that u used rest, so I guess they had to use it for something.
