They did not, the PS1 version came out many months before the Saturn version, and the game didn't have them initially, so they added them when they ported it. The PS1 wouldn't have had any problem handling those scenes though, there were many games with a lot cutscenes.
Sucks this is the last Sailor Moon fighting game. Bishōjo Senshi Sailor Moon S: Jōgai Rantō!? Shuyaku Sōdatsusen while broken was good and fast. Bishoujo Senshi Sailor Moon S was a bit slower and had not so good animations being limited to three frames for all stance and most of the moves. I'll take less animations if it still provides fast enough gameplay. Bishoujo Senshi Sailor Moon SuperS: Shin Shuyaku Soudatsusen is slow and the 3D models or rather sprites look terrible and in the updated Saturn version they decided to make Chibi Usa the same height as everyone possible due to her small size possible being considered cheap and interestingly has animated cutsceens. What is intresting is that the two games after the SNES game were made by most of the same team.

One of the Main problems with this Game is that it takes Way too long to Execute the Special Attacks

they didn't cut it, Saturn version is later release, so they added anime cutscene in later release.
