Anyone who thinks it was the burger patties, like the FDA, might be a little inept. Of course it was the raw uncooked ingredients,.....and if they didn't do it already, it would be highly irresponsible of the supplier, who was supplying McDonald's, if they didn't notify all the receivers of their product, that they also might be affected.
