These rapid increases in water levels certainly occur, but I question whether they are caused by atmospheric pressure changes or wind-driven water piling up on the shoreline, or some combination of the two. I think it's also possible that if the storm front is travelling at just the right speed, some resonance of the water wave will occur to amplify the surge height.
