@@omegalul5719 You get item cdr from intelligence, maxing out at 60% cdr at 180 int(usually around lvl 18 you'll have this). Arcane blink cd is like 4 sec, khanda 3 sec, and bkb is 30 sec. The rest is basically the same with old tinker, also the shield facet dispels when it expires so its broken as long as u don't get lazy with the shield.
