Feel free to make a complete fool of yourself, though.

As a retired officer in the German Air Force Reserves (Luftwaffe) I must admit that I envy the British Forces for their elegant uniforms and for the social status British officers enjoy. It was always great to serve together.
British ranks are a bit difficult for me to read, but I believe they are a Captain and a Lieutenant, they are actually quite junior officers. But Officers none the less.
In my time in the German military we had the rules: 1) Never salute in civilian outfit 2) Never salute a civilian 3) Do not salute if the other is on the same tier (Enlisted/NCO/Lt/Capt/Col/Gen) 4) No salute outside the base (don’t make a higher rank a target) 5) No salute in the Air Force HQ Cologne (you wouldn’t get the hand down again) 6) if you are allowed to salute, you salute each time 7) salute your own unit (1997/1998, rules might have changed) For me it was completely normal that no salute was given.

Some of the Corps play it differently and get more upset about it, but in my regiment, for example, no officers call any other officers "sir" except on parade. I can't imagine how it can be "especially" a second lieutenant, but maybe not a lieutenant 😂.

The rank insignia seems to be a Captain and a Lieutenant so the junior rank should have saluted the senior who should return the salute. As for the people running around, plonkers.
