I think part of having hair splits like that is also game and character design overlap, since we look at the characters from the back a lot. A split allows us to see the backs of characters' outfits, even if it otherwise looks a bit awkward. If you look at other characters with long hair or capes, its structured so at least part of the back of the outfit is visible. Long hair is usually split somehow, like Yun Jin, or in ponytails or pigtails. Capes are either half capes, like Eula or Kaeya, or sections like Venti and Nahida. Chevreause is, to my knowledge, the character with the longest hair that doesn't have it split somehow

It just looks like they have updated the standards for character physics, probably before it took a lot of effort to get physics right but now they propably have new tools that make it low effort and thus there's no reason not to do it for all new characters regardless of their so-to-speak "value".
In general designs of Fontaine characters are on higher level, it should be clear as day. Just look at Wrio, Neuvi and then at... Diluc... It's great, but on other it can put some older characters in stark contrast. To make it clearer - point is - that general quality of design is rising. It might be not noticeable when looking just at a few characters released in Fontaine and Sumeru. But when taking extremes, then yup. Plus - Fontaine presents larger step in quality, as you can see even just by comparing faces. Even Sumeru characters have them more simple, like you feel they are just variations of general model. Now look closely at Lyney or Wrio to see the difference I'm talking about.
You're just comparing the worst then with the best now, take Mona or Fischl for example, launch characters from Mondstat that still look amazing imo. I don't think Liney or Freminet have that much of outstanding designs to be honest, and Inazuma tops Sumeru any day too. Comes down to preference (design, not animations).

Everyone keeps throwing the word physics around but that's not what it is. All the movement for this done manually and you can tell because it is consistent every time. Almost every animation in this game is done manually which is why it all looks so smooth, especially the transitions from one animation to another.
genshin barely uses any actual physics tho it mostly prerendered animation to minimize the model clippings. Which is more impressive, since each character has unique fully animated cloth motions.

There isn't really any special tricks for this, all of the characters have physic bones that are split in sections, let's say Chev has 4 collumns on hair where each collumn has few bones follow one after another. These bones then have assigned weight paint for physics and collisions where each area covers parts of hair and they are properly split for left and right parts, meaning when another object collides with the hair bones the collision pushes those physics either left or right. I'm pretty sure the hair splits and gaps on other characters are just stylistic choice, because the way Chev does it isn't anything hard or performance demanding to do
it's not a game physics engine doing that, they're just animations made to mimic the movement as if they're real time physics calculations by the game.
I didn't realize that Cyyu's vod was playing in another tab and thought it was part of that audio being played cos it fit so perfectly with the timing.... smh
