Winter is the "rainy" season; the problem was historic drought and the gusty winds causing a chain reaction. There are not enough crews or apparatus to suppress the fire once it grows to a certain size, only hopes of containment.

In LA, there are hills and mountains where all these homes burnt down. It’s a mix of mountainous tourraine and structures in a lot of places. The neighborhoods were built into the mountainsides and behind the mountain peaks is open space. All the wind pushed the flames over the mountain and the fire spread downhill.

Wildfires are in the forest.. these appear to be urbanfires.
In LA, there are hills and mountains where all these homes burnt down. It’s a mix of mountainous tourraine and structures in a lot of places. The neighborhoods were built into the mountainsides and behind the mountain peaks is open space. All the wind pushed the flames over the mountain and the fire spread downhill.
The fires may be fueled by the fault lines because nothing is stopping the fires.
Water use in firefighting must have 2 - 5% aluminum sulfate to improve its fire suppression ability and makes the succeeding suroundings to be fire-proof because alum is use in fire-proofing cloth

Day two in wildland fire training you learn about the Santa Ana foehn winds that blow down hill in LA as an example for the subject because it happens every 4 years. Maybe spend more money on educating your local Structural Firefighters about wildland fire behavior before you make them fight a wildfire.

I would like to add that the reason such astronomical damage occurred this time was not only because strong winds caused embers to spread at high speed, but also because the firefighting response was absolutely weak due to water shortage.
I heard that the current evolution rate is barely exceeding 10%, and I couldn't help but be disappointed to see such an incompetent response from a big city like LA.
It is said that the firefighting-related budget was also cut, but I dare to doubt that such senseless disaster preparation may have caused great trouble.
