Anderson Rayregalia he gives any persona any skill with save editing. Even then, there’s an unused accessory with hassou tobi he uses sometimes, also gained with save editing

So, ignoring cheating the game, only Yoshitsune can learn Hassou Tobi since it's his signature Unqiue Skill. Unique Skills cannot be passed onto other Personas by fusion.
Yoshitsune is only obtainable after clearing Shido's Palace.
So specifically, you'll need these Personas: Arahabaki, Shiki Ouji, Okuninushi, Yatagarasu and Futsunushi.
