After looking at this scene another time it just clicked with me why Scar king called off his men. I knew he wanted Shimo to finish the job but that hand gesture was telling his men "oh no boys don't come and aid me, this guy will serve as a perfect reminder why the others shouldn't challenge me and what fate awaits them should they dare". His whip gives him greater reach, combining that Kong has never fought against anyone with a whip before so he doesn't really know how to defend passed 'Don't get hit by the long, snappy thing!' and Shimo. The instant that ginger psycho bonobo brought out poor Shimo, Kong unfortunately didn't stand a chance on his own.
Yeah and the fact that he’s nothing but a dirty fighter as well. Too weak to fight someone stronger than him on his own like Kong so he has to immediately resort to his “secret weapon” which was another kaiju. Which just simply shows how weak and pathetic Skar King truly is. In fact the whole “almost killed Godzilla thing” we heard earlier in the movie? It was only cause Skar King forced ALL of the other great apes to join him and rebel agaisnt Godzilla by surprise. So….yeah Skar King was basically nothing more than a weak, cowardly, bully from the start. Nothing more and everything less.
It’s true that Skar King comes as a weakling and a bully. But what he lacks in superior strength and power like Kong, makes up with cunning and cruelty as well relying on his warmongering, extremely mean, brutal, immoral, heartless and power-hungry nature to conquer the other apes. He uses a long spine of a dead Kaiju to viciously whip on any ape that dare and foolishly shows disobedience, defiance and rebelling against his rule. And on the tip of the whip is a frost gem that commands - very torturously and painfully - Shimo to freeze his opponents to near-death so that Skar King can finish them off in an unfair and dishonorable way. Which proves that he’s a dirty and disgraceful cheat who only wants to win at any cost. Like I said, Skar King may not have the great superior strength and physical power like Kong, but he is incredibly agile and swift able to move fast before his foe can know what hit him. And when he’s got them - after weakening or getting them to lose their strength over the long fight - in his whip and hands, that’s when he goes for the finishing kill. That’s how Skar King has ruled with a cruel and iron fist for many, many centuries with not one ape to ever, ever challenge him for the title of King. Until Kong came dropping in from the first floor of the Hollow Earth.
In the novelisation Kong thinks to himself that while his opponent was fast and tricky, now that Kong had gotten his measure he was certain he would beat him.
