Checked out the video comparing the 2 MEC presses you linked me the other night in your chat, very informative comparison. Putting together a list of components, will make a trip soon to go and pick them up. The shot is expensive, but it's even worse if you have it shipped! With this load here would you still select number 9 TSS if you were building a load strictly for the big Canadian greater honkers or do you think that #9 will do enough?
I've used skids like that as a backstop before, there I can give you a back saving tip - grab a can of cheap marking paint and spray the thing in between shots. Aside from saving on skids and labor you're gonna avoid the inevitable comments like "..that second skid was half rotten!" and it will give you a more consistent result. Sure beats the price of gel for a pattern test of that size.
Curious to see your temperature results. We've gotten used to keeping shells in our pockets late season to try and keep consistent temperature, coming from the rifle handloading world its widely accepted that the Hodgdon "extreme" line of powders suffers least from temperature deviation.

Whay you said isn't true... You said you could just buy the ammo from somebody. Nobody makes a 7/8oz steel/tss duplex, especially with Win Super Handicap powder... This is what handloading does is open up options that are unobtainable. You have a fully customized ammo made specifically for your shooting application.

Is that plated steel? Unfortunately I think that without a big enough piece of paper it's difficult to assess where your mean point of impact is, so you probably lost a few off the side of the paper on that 21 load. With that said, the 20 is plenty good enough, I'd call it good personally and save your tungsten shot for the birds.
50 yards is pushing it for 3's, it's even pushing it for 1's in my experience on Canadas. I think as far as 3 inch 12 gauge is concerned, #2 is as large as I go even for Canada geese; to get enough body penetration for Canada geese at 40 yards and beyond you need to use such large steel sizes that your pellet count is unnacceptably low. 2's will work out ot 50 yards as long as you put the pattern on their head. The 10 gauge offers you more options with steel - 1 3/4 ounces of 1s or B shot is a nice general purpose waterfowl load, and I believe is ballistically equivalent to TSS 9.5s
