yes. well, all art can be improved with better colors, even black and white by using certain whites or greys or blacks.

Absolutely, check out a youtuber named MortMort, he has a video on this exact topic and heavily recommends hue shifting for good color choice.

What I would say is shift in the yellow direction for light colors and in the purple direction for darker colors. When it's yellow or purple that you're choosing, just pick what matches best. For yellow I usually go in the red direction going darker and for purple I go in the blue direction going darker. I'm by no means an expert, much closer to beginner than anything, but I find in my opinion it looks pretty nice
