During a game there are primary coverage areas for officials and knowing what to watch is important.

  • January 11, 2024 is the first Officials Institute (OI) meeting of the new year, hosted by Chairman of the Board, Joshua Schroeder. In this meeting we discussed plays that involved the act of shooting and/or continuous motion. As always, OI conducts these monthly meetings with intent of providing instruction for basketball officials to every officiating level to help basketball officials get better, together. OI believes watching and discussing videos in a group, helps bring awareness to the rules of basketball by providing a platform for attendees to receive instant feedback from fellow officials. Asking questions while analyzing video is a valuable learning tool and by giving repetitive looks at the same play increases retention of rules and philosophies of rules. All videos shown are actual high school basketball videos.
    The video of this online meeting includes 6 different video clips, all revolve around the topic of the act of shooting and continuous motion with a bonus clip rounding out the evening about a last second shot with a possible close out foul and a whistle counting the basket.
    0:00 - Intro
    1:12 - Drive down the side of free throw lane line with a foul that knocks a player over, but was the player in the act of shooting? What does the continuous motion rule state?
    10:22 - Another drive down the side of the lane, this time a double whistle and ruled not in the act of shooting. How do we determine when act of shooting begins?
    18:19 - Pass into the paint with a foul called by the Lead. Shooting or not?
    21:00 - Fast break going the other way and foul was called "on the floor" and official points to a spot near the free throw line. What does that mean?
    29:44 - Three point attempt is successful but there was an off ball foul by the defense. Does continuation apply in this scenario?
    39:19 - Another fast break resulting in the official ruling no shot on the foul call. Student announcers question whether it is continuous motion.

    Watching video clips is a good way to stay connected to the skill of officiating basketball but education and learning can more effectively be attained doing it in a group with some direction from a key speaker. Remembering specific rules and application of those rules is easier when visual aids are used to present in a way that is easy to listen to and understand.
    The Officials Institute, and their monthly video review meetings, create a fun environment that allows participants to speak up and voice their opinions on plays without negative retribution or rebuttals. Everyone's opinion is worth something and adds to the overall learning experience that everyone should strive for, regardless of years of experience. Breaking down film in slow motion and freeze frames helps to "retrain our brain" so when we see the same plays in real time we are in a better position mentally to get the call right.

    I tell caches the player ended his dribble and started his shooting motion. Got yelled at years ago for saying gather so don't anymore. Good video as always Josh

    Hello Josh.
    This is Frank from California again. In the 2nd scenario, I believe the rule states a shot is completed once the shooter returns to the floor. Correct me if I'm wrong. Shooting foul, count the basket. 😊

      A shot isn’t complete until it goes in or doesn’t go in. An airborne shooter is in the act of shooting until they return to the floor. Continuous motion applies until the ball is clearly in flight.

    In scenario #1, BH/D, red 54, is guarded by white. Defender slides down the lane line. BH/D initiates contact then "chicken wings" the defender to create space. If there's a Whistle on that play, it's a PC offensive Foul.

    In play #2 the airborne shooter remains an airborne shooter until one foot returns to the ground. I think continuous motion applies to an airborne shooter

      The rules state continuous motion applies until the ball is clearly in flight. So some room for interpretation in that, imo.

    Hello Josh.
    Frank from California. In the 3rd scenario, I believe the girl, A2, was fouled immediately as she caught the ball. I believe the lead official was correct. The shooting motion occurs after initial contact by B2.

    Frank from California. Definitely a shooting foul. The BH/D met all requirements to be awarded a free throw shot(s).

    In the example where the guy was shooting a layup and we discussed referring to "gather", didn't the guy travel?

    I have a question sir.. not necessarily about shooting..
    Now say an offensive player tries to save a ball going out of bounds, but didn't touch the ground yet(both the player and ball). In his attempt,he swats the ball onto the court, but the ball came across a defensive player( who has already been standing out of bounds)..
    What will be the call for this?
    And in a scenerio where the defensive player is standing in-court and the ball bounces off his body to out-bound, what will be the call??

      So you're saying a ball that is in bounds is batted by A1, who is airborne and left from inbounds, into B1 who is standing out of bounds. The ball is considered to be out of bounds caused by B1. A's ball for throw-in at the spot where it hit B1 out of bounds.
      If the same scenario happens but B1 is standing inbounds and then goes out of bounds after hitting him, the ball would be considered out of bounds caused by B1. A's ball for throw-in at the spot nearest to where it when out of bounds.
