The development section isn't "supposed" to do anything of the sort. Its essential purpose is to create tonal contrast by going through some key changes. If the composer can combine that with a musical argument regarding his themes, that's extra credit!
I don't think the blue part is a theme, that section is the development of the piece. Here, Beethoven combines the textural elements from the introductory section, the first theme and the second. But good job. It really helped me.
Wonderful piece. I just wish that line showing the place in the music went with the tempo. Unreasonable, maybe, but it really bugs me. Otherwise fabulous.

Not unreasonable, it's certainly doable without much difficulty, it'd just be inconvenient to mark and label each part.
