Mine does 8 lug E range 10 plys. A chore to space the hub using a flat blade screwdriver the bump the rim to center, then a feeler gauge to get it exact. My HF balancer works perfectly! Try buy a new one, they were $80, now $100. I've done many many tires, and half the already balanced ones show perfect balance
I’ve been thinking about mine and there has to be some kind of an imperfection or defect on the cone surfaces that it balances on. I may put some lapping compound on it and lap them together to see if I can get it working correctly.

I put half the weights on the backside
I’ll do that next time.
Go to a random tire shop, and get some free weights, I was given a 1 gallon bucket, lifetime supply
