Yes, to the band alone. The waist is 22” and I did 24” . The front part should just have your normal measurements. The band takes care of the extra inches since there’s no back bodice aside the straps
I would advice you buy the ones with legs to sample your works well (if trouser is the main purpose of buying it), though those ones are not pinnable. This can carry trousers too but not as good as the ones with legs.
If you did like I did (2" extra to the waist measurement), then the elastic cannot stretch pass the 2" because there's no where to stretch to. If you want those squeezy stretchy waist band, extra inches of about 5 - 10" to the waist measurement will give you that. Then the elastic band will bring the fitting back to your normal size. But then make sure all the excess inches stay at the back part. Your front part should just be Half of your waist measurement. Except you want your front waist band to be ruched too
