So the length is measured just to the bottom of the first line of the cuff? Not the bottom of the entire pants of the cuff?

I call the opening of the pant the cuff or you can call it the hem. so the length is the opening of the pant down the side seam to the bottom of the opening of the leg. Sorry for the confusion.
