Isaias 34:16 ASND
Tingnan ninyo ang aklat ng PANGINOON at basahin. Wala ni isa man sa mga sinabi ko ang hindi matutupad. Walang mawawala ni isa man sa mga hayop na iyon, at wala ni isa man sa mga ito ang walang kapares, sapagkat iyan ang ipinasya ng PANGINOON, at siya mismo ang magtitipon sa kanila.

Isa 34:16 "Search from the book of the LORD, and read: Not one of these shall fail; Not one shall lack her mate. For My mouth has commanded it, and His Spirit has gathered them.
I. The "book of the LORD" here does not refer to the entire Bible (66 books)
--- It is in the singular "BOOK (cepher) of the LORD." Moreover, the books of the New Testament were not yet written during the time of Isaiah. So, the "book of the LORD" here could not have referred to the entire Bible that we have now composed of 66 books.
II. The "book of the LORD" refers to the book of Isaiah
--- Isaiah was commanded by the LORD to write down His prophecies in a book
Isa 30:8 Now go, write it before them in a table, and note it in a book (cepher), that it may be for the time to come for ever and ever:
The words contained in the book of Isaiah are largely the prophecies that God revealed to Isaiah. Hence, it is called the book of the LORD because they are God's prophecies which He revealed to Isaiah.
* Point --- To understand the "book of the LORD" here as referring to the entire Bible composed of 66 books is a tragic misinterpretation.
III. The subsequent words do not refer to the "book of the LORD." Rather, they refer back to the context, the previous verses.
Proofs
IIIa. --- "Not one of these shall fail" does not refer back to the "book of the LORD."
--- The word "book" or "cepher" in Hebrew is masculine. While the demonstrative pronoun "these" is feminine in Hebrew.
So, the words "not one of these (feminine) shall fail" do not refer back to the "book (masculine) of the LORD." Pronouns agree in terms of gender with the noun or nouns it is representing.
Notice the feminine features between verses 15 and 16:
Isa 34:15 There the arrow snake shall make HER nest and LAY EGGS And HATCH, and gather them under HER shadow; There also shall the hawks be gathered, Every one with HER mate.
16 "Search from the book of the LORD, and read: Not one of THESE (feminine) shall fail; Not one shall lack HER mate. For My mouth has commanded it, and His Spirit has gathered them.
So the words "not one of these (feminine) shall fail" refer back to the words "the arrow snake shall make HER nest and LAY EGGS And HATCH, and gather them under HER shadow; There also shall the hawks be gathered, Every one with HER mate."
--- The noun "book" is clearly in the singular either in English or Hebrew. While the demonstrative pronoun "these" is plural either in English or Hebrew. And pronouns agree in terms of their number with the noun it is representing. So, the words "not one of these (plural) shall fail" do not refer back to the "book (singular) of the LORD."
IIIb. --- "Not one shall lack her mate" does not refer back to the "book of the LORD."
--- The possessive pronoun "her" is feminine. While the "book" of the LORD is masculine. Again, pronouns must agree in terms of gender the noun they are representing. So, the words "not one shall lack her mate" do not refer back to the "book (masculine) of the LORD."
Moreover, the "her mate" in verse 16 refers back to the "her mate" in verse 15.

IIIc--- "For My mouth has commanded it" --- The "it" here does not refer to the "book of the LORD." It refers back to verses 12 to 15. Notice that in verses 12 to 15 the modal "shall" is used.
"Shall" is a modal auxiliary verb often used to issue maxims, decrees or commands. As in "Thou SHALL not murder." "Thou SHALL not commit adultery."
Notice the modal "Shall" expressing God's decrees in verses 12 to 15:
Isa 34:12 They SHALL call its nobles to the kingdom, But none SHALL be there, and all its princes SHALL be nothing.
13 And thorns SHALL come up in its palaces, Nettles and brambles in its fortresses; It SHALL be a habitation of jackals, A courtyard for ostriches.
14 The wild beasts of the desert SHALL also meet with the jackals, And the wild goat SHALL bleat to its companion; Also the night creature SHALL rest there, And find for herself a place of rest.
15 There the arrow snake SHALL make her nest and lay eggs And hatch, and gather them under her shadow; There also SHALL the hawks be gathered, Every one with her mate.
These decrees or authoritative orders or commands are the ones referred to in verse 16: "For My mouth has commanded it." God was the one who decreed or commanded that these things "shall" happen.
IIId. --- "His Spirit has gathered them" in verse 16 refers back to the "gathered" in verse 15:
Isa 34:15 There the arrow snake shall make her nest and lay eggs And hatch, and gather them under her shadow; There also shall the hawks be GATHERED, Every one with her mate.
16 "Search from the book of the LORD, and read: Not one of these shall fail; Not one shall lack her mate. For My mouth has commanded it, and His Spirit has GATHERED them.
