Slate challenges you upon the completion of Fight or Flight. This is the real last character to unlock normally. The rest are from Jet ranks in Story stages.
This Jet Crush is pretty straightforward and there does not seem to be any real way to deviate from the current path through Kogane-cho to save time. I also triggered a replay after the tag.
