In both the USA and Canada, people do not have to stop at a yellow light. It is meant to warn you that red is coming and ONLY slow down and stop if safe to do so. It is not a traffic violation unless the vehicle passes into the intersection after the light turns red. You should not speed more than the limit, but if you're not speeding, a yellow is perfectly legal to pass thru.

The reporter does not know how traffic light work. Yellow means be prepared to stop. do not stop if it is not safe because someone behind you might run into your car. Also once you are over the line and the light turns red it is 100% legal. That is why the other light takes a few seconds before it turns green. Entering the intersection when the light is red is 100% illegal and warents a fine.

The electronic array with circuit and computers match tag numbers to vehicle registrants on file and a ticket is generated and sent out. Unpaid fines would warrant revoking drivers license privileges or denial of plates renewal. This would be a “ cash cow” of revenue into the local governments hands. However, the general public may object vehemently to this measure and the upfront cost to build the network infrastructure is likely prohibitive. This idea realized and applied fairly and accurately may be a long way off in the future.

So, if all motorists follow the traffic rules and there is no ticketing , then how we can calculate the city lost in revenue. Depending on the misfortune of others for revenue is the saddest thing in life. Can we motorist also ticket the city for each time we fall into a pothole? that is real revenue we motorist are really losing.
