Not really relevant against things that are immune to bullets. But in truth, deadshot is so good, he shots SPEEDSTERS in the comics ON REG. Most speedsters don't run at the high of speeds casually anyways, so if they can't see the shot, they won't know to dodge anyways. But yeah, it's not bull. Ds is just that good.
