From my understanding, you need to have finished all of a character's free time events and maxed out their affection meter. The ones you've done this with appear at the end, and you can speak to all of them. But it's beyond impossible to max out all 14 students in one playthrough.

No this is not a mod.. it's official. This is apparently part of the Reload version after you beat the game you unlock school mode which is a what if scenario. What if all the murders didn't take place.. it's also in the Anniversary edition on Switch as well.
