I felt like it means you are really wasted or intoxicated, and I wasn’t far off because I discovered it referred to when a sailing ship loses control of most or all of its’ sails usually do to storms and is now directionless and/or traveling in a chaotic manner, like being drunk.
I've made my own idiom: "Give a man a shovel, and he'll dig his own grave" or simply "give a man a shovel" Its hard to put into words the exact usage of it, but I say this when someone says something that they then have to fumble their way out of, and they just keep making it worse.
