Simply illogical description.. We will anyway open the discharge valve full at the end of the day. Flow at full open discharge will be same whether u open the valve slowly or faster. The reason why we open slowly is to make sure we dont overload the pump when there is no back pressure. In absense of backpressure on pump discharge pump can go end of curve at exptremely high flow causing high suction line pressure drop due to very high flow This may either cause pump trip of high current or loss of suction due to high suction line dP.
