That's a misconception. Dogs CAN EAT RAW MEAT, BUT ONLY THE LARGE FULLY GROWN ADULT ONES CAN, such as a golden retriever. Tiny breeds sub as pubs, bulldogs, and chihuahuas, obviously cannot, because their tiny stomachs cannot metabolize the raw proteins. And obviously the best has to be 100% FRESH. Dogs CAN EAT RAW meat, but it's generally not recommended because the dogs can transfer bacteria to humans when the dog licks a human, even if the meat were super fresh and even if several hours had passed since the dog ate it.
Dogs should absolutely eat raw meat. It’s wonderful for them. We have 6 Czech German Shepherds in my family and they each get 1 raw bone-in chicken thigh for dinner, along with some high quality kibble. On their birthdays we take a good quality raw ground beef, mix in cooked brown rice and mold it into 8” long dog bone shapes for them. We also use frozen carrots, squash, and blueberries as treats. One time one of our dogs chewed up and ate something he shouldn’t have (we never did figure out what it was) and he got sick and wouldn’t eat. He eventually needed surgery to remove whatever he swallowed but he had lost quite a bit of weight. So to get his weight back up nice and quick, once a day I made him scrambled eggs with cheese and ham mixed in, then at night he got his usual dinner of chicken and kibble. Plus he got some extra popsicle treats that we make with good plain yogurt. Dogs are omnivores so they can eat almost anything, outside of some certain foods that can make them sick or even be fatal if ingested in a high enough quantity. I would recommend doing your research and talking to your vet though before making any big diet shifts.
