Shout out to Xact (this is his explanation for the 2nd method): The character has to be far enough into the air 1st hit animation to be able to spark. (you can get the idea where that point is by jumping and trying to air spark as fast as possible) BUT not too far since after a certain point in the 1st air hit you can no longer spark. That's why some characters can't do this because they float too long so by the time they almost land it's already too late to spark. Regarding the frames: you have to do a cDash 2f before landing (due to the fact that sparks are not executed next frame, but the one after)
