Shou Tucker 1,000,000,000,000% evil. His crimes to his beautiful wife, adorable daughter and their beloved dog were unforgivable and nearly most anime villains would be sickened and horrified, but some of those villains would love it due to their despicable and sadistic nature.
Some of the high of the list here probly kill him soon enough when they know his deeds. His doing is just despicable and did not compare to their evil ideal.

There's three types of evil villains:
1. The sociopath: is evil because something gets in his way of accomplishing his goal
2. Revenge driven: is evil because something caused him to have intense hatred towards a group
3. Pleasure driven: is evil because the pain of others satisfies him
Psychotic villains don't count as they are crazy and can't think straight.
Its funny because in a lot of ways sociopathic "villains" could be considered heroes of the greater good, if there goal is great enough to justify necessary evils.
And for revenge "villains" it could be considered justified in certain circumstances or even good.
and for Please driven it could be considered a curse that needs to be tamed.
I think many of these people on the list aren't "evil" or "villains" but are just complex characters with complex stories.
And then there's Johan who's so complex that even Tenma couldn't get whether he was sane or psychotic😂

Sociopath: He frames Tenma on his murders even though Tenma was the one who saved him. He kills other side characters who knew Johan's ploy and supported Tenma.
Revenge driven: He kills all those who wronged him in the past. And he had a really rough past.
Pleasure driven: He's a sadist. As confirmed of how he used children and manipulated them to die just for pleasure.
I don't think he's just one of these reasons. I believe he's all of them. That's why I meant he's a complex character to understand.
He's actually Sane cuz he was shocked in the end as to why Tenma would save him after all he has done.
But also he's insane for his actions. As a viewer, u understand why he would start a massacre to kill the wrongdoers at where he was raised. But also makes us question why he would start such a massacre and kill even innocents. Makes him look both Sane and Insane.
Which makes him a character that we will never understand. The nameless Monster.
Then you have Shou Tucker, who did just because he "Could." Not only is he a psychopath, but he sacrifices his whole family just keep his stupid watch and he didn't think once about absolute horrors and death he put his wife, let alone is 3 year old daughter through. He's the most imhumane creature in a world full of inhuman monsters.

Eren is probably one of the most confusing villain because of the attack titans ability to look into the past and future and the fact he was a good guy into the main villain as he was the main character in attack on titan and the thing is that eren already knew what was going to happen in his life because he was able to look in the future

To be fair, just saying Griffith and the events of the eclipse is unfair, guy literally got tortured worse than 99% of anime characters all within 1 year .
Makima although evil for what she did to Denji, Aki, Power, Reze and the other characters , she was still somewhat good at the end of the day, her intentions was to rid the world off Hunger, Suffering, War, Death (athough they're more than likely her referring to worse primal devils/horsemen).

I don't know if Johan takes 100% because of his relation with Tenma and his sister. I think Junko would take 100, her only purpose in life is to bring despair to others and even herself. She is so evil that even herself is not spared.

That thing is not Griffith anymore its Femto it is a thing made of all the worst aspects of a dead man whose soul is gone along with their morals but he is not the worst villain, Isaac Ray Peram Westcott is the worst of them all he planned to wipe out most humanity on all worlds and eternally torture the rest he even has a species who are born to be undeniably evil later in life in his universe who look less evil than him because unlike them he can choose what he does he knows right from wrong, but Femto isn't even worthy of our hate or pity because we project our humanity onto something which has none Isaac Ray Peram Westcott is human and he even knows the consequences of it all even managed to meet death itself when he died but he was sent to a place worst than Hell which proves he was without a doubt the most evil character in Anime because he had morals he wasn't suffering from any mental illness with his actions he was a fully capable magic human who did far worse things that even Hell could not be used as his place of damnation.
