Her intro about the Primals says that the summons here are different from them, since the Primals in XIV need a LOT of crystals and prayers/sacrifices to enter the world and wreak their havoc. Some actually have a special condition due to the storyline you face them in, like with Shiva - is actually just one person taking on the role, Odin was encased in a crystal (if I remember that right), and Ramuh's is a bit more civil instead of outright carnage (hence the line 'I assume there is no treating with you?') If not protected by the Crystal/Goddess Hydaelyn, facing the Primals will result in either death, or enslavement/placed under their thrall...in which case death is the only known way to truly free them.
The class system goes, Arcanist -> Summoner / Scholar And as we learn in Endwalker, Summons also known as Primals aren't actually that different it's just that the Ascians taught people the _erroneous way_ to call upon them. A Lv 90 Summoner learn to call for the real Primal instead of the corrupted version, but there's also Bird people that are able to call upon Garuda without being enthralled ( _Dungeon Boss_ ). Shiva would be summoned just the same way just that the way Shiva we see is summoned by using oneself as a catalyst instead of crystals. But the same goes for Knights of the Round that also uses themselves to become the Primals. So technically, Y'shtola's comment about the summons being "much unlike" is erroneous. But I guess she just didn't know it at this point.

The Odin quote! In FFXIV Odin spawns as a world boss in random location within the Black Shroud, so you have to look all over for him.
