However, the target distance isn’t an issue, or I should say that moving it back would cause all kinds of other issues, (I believe). The axe throw is one rotation. If any part of the blade is splitting into the next lowest ring, it will count as that lower number. Now, there may already have been exhaustive discussion on this particular topic and this may be a dead issue. Another suggestion-make a clutch-sized circle in the middle of the bull and have that count as some higher value. Some work on the math would have to be done to see how this would work out. Finally, we are watching the best of the best in this video and any rule change may not be necessary for 99% of the competition. I’m brand spanking new to the sport, so all of this is coming from a place of ignorance and inexperience, just initial observation.

Now, at the league level, such a change would be quite unnecessary because (at most venues) you don't have people throwing literally nothing but 27's. It's only at the big tournaments like this one where the skill level is that insane. So the best solution would be to introduce a rule change at just those tournaments. One such change is the one you suggested - making it so that a bullseye needs to be clean in order to count. This is what they did for the BATL Royale tournament last year.
