He's a pretty minor character, since he was only ever in the one story. The show has never explicitly confirmed that they're related and how, but I believe Moffat has said she was based on Sergeant Osgood. The glasses are a dead giveaway. And there are some recent Third Doctor comics that have featured more of him and given him an inhaler.

I now headcanon that Doctor wasn't lying when he told Osgood that his name is Basil -- he makes this big mystery out of it, that she doesn't believe it, but the solution to this mystery is just normal name
