In this case the staff was still carrying their employee Ids and in duty. The staff represents the organization.

The employee was reprimanded probably because the healthcare establishment concerned, and for whom the employee in question works, was simply reacting to the controversy (unwarranted I might add) that the video created in certain circles. If HIPAA was violated in this case the employee involved would have been terminated for such an infraction would have made the healthcare provider susceptible to a lawsuit.
