Hate to break it to you but we began seeing modern geoengineering techniques take off in widespread form during the 1970s and the beginnings (and I am talking beyond just simple cloud seeding) dating back into the 1940s. That said, it’s been ramped up heavily since phased array antenna installations like HAARP took off.
