Minsk is noticeably more expensive then Kiev. Minsk has far fewer nightlife options just one or two streets in the small centre . During the day you run out of options for where to eat or go. Much less English is spoken. I have been 3 times for work, unless you know local people or have a few weeks to spend there it’s going to be tough. Scams are common in these bars/clubs catering for foreigners. Better value for money elsewhere.
Housing is pretty affordable actually, but everything else isn't as cheap as one would think, that's true. Even nice appartments right in the city center can be booked at around 400€-500€ (per month) on airbnb. And we all know that airbnb isn't known for cheap prices.

I went to Minsk again in February 2021 people wore masks on public transportation and at the Dana Mall, but less than 50/50 when walking the streets. No one wore a mask in the gym or at indoor dining. My feeling as an American was people in Minsk were being reasonably cautious about COVID, but not obsessive like so many in the States. I remained COVID-free.
E15-20 for food isnt half price of Europe that's the same price as Ireland and twice the price of Spain or Portugal. Based on what you are saying its twice the price of Poland

It is only cheap compared to London, Zürich, Munich. When you take western cities like Vienna, Cologne it’s only 1/3 price difference. So Minsk seems quite expensive when you compare it compared to the western salaries.

I was in Minsk in December 2020. Much different with COVID. And as a coffee lover, I could not find a cafe that gave me a full cup!
