A root problem in educational justice that I'd love to see the dual capacity-building framework address is that under-18s lack the right to vote. The regulatory context of education (at all levels of government) is biased by the way that under-18s are (counterproductively) prevented from having their feedback attended to by elected officials. Until this fundamental problem is fixed with children's suffrage, government will continue to do education "to" children, rather than co-create education "with" children.
