When it came around to the early-mid 90's when DIU was being written and set, a more slimmed-down and softer style was popular and Araki wanted to keep with that, as well as basing Josuke on a different style of delenquent/punk of the time. The story has been set over a timespan of over a century and a lot of the outfit choices follow that, but the manga has been in production for nearly 35 years and a purposeful shift in style over time fits that, even if the anime has been set to a more standardized style the shift between Phantom Blood and Jojolion is striking.
I would say thats a contributing factor but not the whole story. arakis made no secret about his love for Italian art and fashion, notably renaissance sculptors like Michelangelo, and a part of that fascination appears in imitation/integration of its aesthetic aspects into his own work. The slimed down physiques as such certainly fit a gradual trend in the industry, but they also more so track with proportional models and designs in renaissance sculpture being more heavily evoked in arakis style. its always kinda littered his work mind; araki loves the angled twist and curve in his poses for instance which are very evocative of the classical sculpture style, his environment design and drawings always tend to have fresco like qualities to them, how he positions characters in the frame itself often following hierarchal structures. it just all got more prominent over time. and as well its important to keep in mind that arakis big on fashion culture so that tends to bleed into his work. as well as how hes just really nerdy about western culture and imagery/aesthetic in general.
Morale of the story... Jotaro will only get thinner and will get more plastic surgery every season and star platinum will eventually starve to death...

I understand he creator wanted to loose the muscular style of characters but It just fits, especially with Jotaro. I honestly think it's a little selfish to want to change the style when it's already really good. But hey it's not my anime and it's still a good show
