The 220 ohm resistor to ground is needed to form a voltage divider. The voltage drop between supply and ground is distributed between the LDR and the resistor. As the resistance of the LDR decreases with light level, the share of the voltage drop across it decreases, which means your voltage remains higher in between and you get a greater reading.
