Nice bridge n beautiful view, can you tell if they allow small boating as recreation for sight seeing like Amsterdam in Europe. As I heard river Sal starts from Verna and ends can you tell us.

Kayak is available in nearby tourist places but not exactly here, as jetty is also closed after the bridge construction.
A small boat ride can be avail by requesting any local guy on purely special case I think.
What you are assuming is there in Panjim where regular boat cruises are there which ferry tourists and showing one culture dance too on board in their 50 minutes ride.
