This is how I usually create hair for my character, it will also be useable for 3D games later too.
This is just for modeling, I might make one for texturing and rigging later.

Did you texture every strand separately?
technically, yes, though I just use brush to paint through many strain at once.

Unless this needs to be animated it should be combined into a hull mesh to cut overdraw, tri and texel count.
this hair is planned to be rigged, so yeah. of course of you want to be very optimize you would create a mesh where they are more fused together (so the hair is singular mesh instead of having separate strain like this). however that's pretty hard to do, the method in this video is more easier. although it's not the most optimized. it is good enough I think.
