The country got a new Constritution on 31 May 1961 and became the Republic of South Africa also ceasing to be in the Commonwealth of Nations ended. If we were to hinge on when South Africa became democratic, 17 March 1992 was when a referendum was held to decide whether apartheid was to end, which ended in a yes. Mandela became president on 10 May 1994, but the latest Constitution was only then approved on 4 December 1996, which finally made us a democracy.

The main legislation that was behind Apartheid was the Seperate Amenities Act which was repealed in 1990 after that other legislations were slowly repealed too between 1990-1993 during negotiations. In 1996, the current constitution was formed with more expansive laws and frameworks regarding governance, executive and judicial powers. 1997 February is when it came into effect. So in summary, South Africa became a republic in 1961, Apartheid end essentially in 1990, 1992 was the Referendum and 1994 was the start of democracy hence why 27 April we have Freedom Day, the day of elections in 1994 and the day the Interim constitution was enforced.

We actually became a Republic on 31st May 1961. 1994 was our first democratic election not when South Africa became a republic.
