- Had trouble finding a shopping cart lately? Some stores are having trouble keeping them on lots because people keep stealing them. Now, laws intended to keep cities free of abandoned carts may be contributing to the problem - by charging stores fines to reclaim them.

Seattle never fails to disappoint. Instead of notifying stores that they have found their stolen equipment they punish them for being robbed.
Not just Seattle though, this is national. I work across the continental US yearly. Not just drug addicts taking them either as this video chose to word it. I've seen many people with $50,000 trucks mid 30s to mid 40s steal carts off the corner of lots. From LA to Philadelphia Metropolis to towns of a quarter of million in the heartland... Ignoring the subject of carts and exploring theft across the country, it would seem our issue is societal. Why does everyone say theft is so bad in public forums, and then engage in the behavior themselves?

Almost five decades I've been alive, the number of thieving bastards per capita is much higher last 10 years or so. Don't think of it as paying $25 to get your $400 cart back think of it as paying for the resources it takes to round up your carts and put them in one area for you to come get them because you didn't hire somebody to go find your carts yourself. These carts aren't lost they know exactly where they are. But they don't wanna get them . Arresting the homeless just waste more money that comes out of the taxes you pay.

Similar to allowing theft of retailers and prosecuting those who attempt to stop the thefts and then penalizing the general population with locking up merchandise and receipt checks and all of these other "measures" rather than dealing with the source issue. It's not that hard to hold criminals accountable, there is no validation or argument in favor of these current tactics. Penalizing the victims is wrong, period!

have 🔒/ 🔗 system where ppl put in a quarter + pull out unlocked shopping cart 🛒 to use...THEN after using, ppl put the empty shopping carts 🛒 back + get their quarter back. The parking lot stays clear + nobody's vehicle gets damaged + stores don't have to hire/pay employees to retrieve shopping carts.

@@eileeneclark9011 Yes the Aldi's require the .25 deposit and it helps. I don't live in an affluent neighborhood but many people don't bother to get their money back. They leave the carts in the parking lot or use the .25 to get a cart for their belongings.
I own a trucking company and a few times each year, I deliver brand new shopping carts to supermarkets. These are considered "high value" loads because each new cart costs so much. To destroy these carts after they've been stolen is ridiculous and an insult to the grocery stores as well as the people who build them. 🙄
And adding more unnecessary items to our landfills!

Are the police actually gonna respond if the store calls and report somebody stealing a cart? Or are the stores supposed to physically take it away from the person, possibly injuring them and facing a lawsuit?!

I do not understand this state. Why is the government, both city and state, penalizing the businesses for legally creating a drug addict's utopia that caused this effect? This is just expediting and amplifying the damages that the legislatures are doing to our ecosystem and economy.

Maybe the Seattle government should be the ones finding and returning the carts to the stores where they were stolen from. The blame isn’t on the stores…and they shouldn’t have to pay fines…..the blame is on the people who run that city and allow crime and criminals to run rampant and also allow homeless people to get away with whatever they want too. That city government should be out working to collect all those carts and return them to the stores by their own hands. Hold those accountable who are accountable…..none of the stores are guilty of anything.

SOLUTION: Do Like Aldi's in the South (KY) The Carts are lined up with padlocks on each/with slot for quarter/. It costs the consumer 25 cents to get a cart /Then you get your Quarter back when you return your cart/ and padlock it to get your quarter . PROBLEM SOLVED. Also no cart chasing or vehicle damage from runaway carts.
In Washington State that wouldn't help...people constantly give money to addicts and homeless so they will have no problem acquiring quarters to get a cart with....

There actually is several solutions. Airports figured out decades ago. Deposits. Not only would it fix the problem but you would incentivise customers to return carts rather then have baggers collect them.

It's $400 for a new cart. That's a huge expense you would figure that they would protect their investment a bit better. . . The resources they use to round up these carts and hold them or crush them doesn't come from nowhere it's not free the labor is charged and if the city is doing it it's just coming out of your tax money taxes that could be spent elsewhere so either pay the $25 to get your cart back which is a bargain compared to how much a new one costs or let it go to crush and pay for that . Small businesses will suffer a little bit but again replacing a cart that is gone is more expensive than just paying $25 to get it .
You can't pick and choose on who these fees apply to Everybody has to be treated equally so big retail giants have to be treated the same as small businesses in regards to certain Instances. . . Do you really want a big retail giant benefiting from free taxpayer funded labor or do you want them to pay their way like everybody else?

I watched a woman drive an electric cart out of a store up and over the hill. I called the service desk and informed th and last I seen the woman was still cruising down the road. I would think an electric cart is quite expensive. You would think they might have made an effort to recover it.

I tried to contact a store once to pickup one of their carts on my street and was unable to. The stores could easily create a program to make reporting stray carts easier so they can send people out to pick them up. This way the city would not feel the need to get involved.

@@chrisredfield4017 I'm not sure what the point was to miss but my boss did the same thing we have a lot of carts come to our business property from stores all over he called the stores they had no interest in coming to pick up the carts. But we are left to deal with them and that takes time and time is money so somebody should have to pay for that we don't do work for free. We are a family own business and all the baskets come from big retailers. . And the recycling centers won't accept it if the retailer's name is on the basket so I had to hack up the baskets which took time.
So, then wouldn’t the city be guilty of receiving stolen goods? The DA should then prosecute the city.

On an individual perspective that works but when you're talking about a big profitable entity expecting an individual or the city to collect their property and give it back free of charge is charge is silly they are expecting somebody to do work for you for free. When they're charged for destroying abandoned carts,large companies make it a tax write off. There is absolutely zero penalty for the companies who can afford to actually do something about the problem,andthe cost is passed down to small and independent businesses.
Some stores have a system that’s like an electric dog collar for carts! There is an invisible barrier surrounding the edge of the parking lot & if a cart goes up to that line the wheels lock on the cart 🛒 the only problem I noticed with that is that some of the stores don’t know how to unlock the wheels once it’s been activated so they’re parking lot ends up looking like this junk yard! Or they could just pay someone $25 an hour to make sure their carts don’t leave the property

So if a store employee confronts a thief, they get arrested and fired. If the city recovers the stolen shopping cart, they’ll sell back the cart to the store (victim) and if the store refuses to buy its stolen cart back, the city fines/charges the victim for recycling that cart. The city is hustling like the mafia. This is a shake up by the city punishing law abiding businesses for actions of criminals.

I have a much better idea. How about a $5,000 fine for anyone caught with a store's shopping cart off the store's premises? If they can't pay the fine, then they have to do community service and work for the store they stole from by retrieving carts in the store's parking lot. And if they don't show up, sent them straight to jail.

Nobody gets a shopping cart to take their groceries home. People take carts for convenience. Stores do not have recovery Officers for carts. Four hundred dollars is a misdemeanor and thieves do not care. Now maybe making it a federal crime to take carts, maybe that would stop this type of theft.
In Ireland carts have a wheel lock on them. So if you attempt to wheel the cart out of the car park of the store the wheels lock and it is pretty much impossible to push because the wheels won’t move. Perhaps the independent store in the US could look into that however, I’m sure thieves would attempt to take the lock off if the car park wasn’t supervised for long enough.

First they need to pass a law making shopping cart theft a felony, even if it's possession. I understand that it cost money to collect them. If they actually clean and sanitize them plus deliver them to the stores a small fee should be applied to recover the cost, or maybe enact a tax. Clearly anyone stealing a cart should be arrested and if they have an income like ssi or s.s. should garnish their check to pay for it. Once again liberals and their policies are rotting society to the core.

Because arresting a homeless person gives them a home. Jail is free fresh cooked food, a nice clean dry bed with no bugs or vermin,, a roof, air conditioning or heat depending on the season, clean freshly laundered clothes, and maybe medical attention. A bathroom, indoor plumbing, a nice shower with soap, and maybe even a tv, and books to read, all of these resources without having to do any work.
What makes you think the homeless aren't law abiding citizens? I'm sure some aren't and I'm sure many are. I'm also pretty sure people who live in houses may occasionally commit crimes. Do we then ask;"Why don't they go after homeowners instead of law abiding citizens?"

A lot of those carts without names could be donated to senior homes or apartments to help people with groceries to their door! Many apartments already have them.

Why would a tax paying local business be expected to pay a fee to recover stolen property? If it were my business I would report them stolen daily. Hopefully the the city council would figure out it is cheeper not to charge a fee then to pay an officer to respond and write up a stolen report every day.

My neighbor's car was stolen. The thief abandoned it, and it was towed. She had to pay the towing fee and storage fee to retrieve her car.
Love the idea of giving unmarked carts to the homeless instead of destroying them. Also I have seen a lot of housed people using carts to walk their groceries home. Maybe there is a way to rent one to make that possible. That would probably help with the carts being returned

Best thing about my neighborhood grocery store isn't just that it's a discount grocery.
But that they allow the locals to use the carts to get their groceries home. Then you just leave the cart where they can see it & they send out a truck to collect them. They always seem to have enough carts still at the store.
Seems that lowering the recovery price would be more of an incentive for store owners to reclaim them. If the store owners don't want them, then offer them to public for recovery cost minus the identifier.
Many European markets use an automated cart deposit system that almost eliminates the stolen shopping cart problem. Inserting a one euro coin releases a cart for use. When the cart is returned and locked into the system, a one euro coin is returned to the shopper. Works like a dream.
This city is a disgusting mess. Give the stolen property back like any decent person should.

This sort of program is used in many states successfully... it cuts down on the amount of stray carts everywhere, which helps discourage use by those who take them off property to begin with as they arent as easily accessible. In California our target district paid a fairly minimal expense to a few families who collected stray carts and returned them to our locations monthly. We began paying for monthly high pressure washes of our carts and focusing the funds that would other wise be spent consistently ordering new carts to instead supporting gigs in the community. The program was a win and it would have never taken place if it weren't for the city/country imposing fines for stray carts to convince the larger retailers to focus funds on collection vs replacement.
I did that in 82, I took a cart home in winter because I couldn't afford a cab, I took the cart home, emptied it, and then took it back to the store. A man would go around the neighbourhood on Sundays and pick up carts and take them back to the store. Seemed to work. They tried the locking wheels thing at one time.
That would make sense to do that or the worst take it back to the store next time you shop.
Arrest the city for selling stolen goods
This gives me an idea, find stolen cars and have people bail it or punish them for it being destroyed if they don’t bail it out
Another city where politicians sit around trying to figure out a new revenue, which probably just go's into someone's pocket. Catch the crooks who steal the carts and punish them.
In Chicago, where I grew up, stores have iron fences around the entrances, you can bring the cart that far to put groceries in the car, and that's as far as the cart goes.
What the hell? Stores are supposed to pay for carts stolen from them?! Or the carts are destroyed?! How wasteful! And backwards. And stupid. Come on, people. You can do better than this.
JFC, stores need to do decent cart management and all other organizations/entities need to be reasonable. For crying out loud, we got enough problems. So irritating.
Considering carts can be (as stated) $400......or even $500, $25 is a fair price to reclaim. Otherwise the business needs to send an employee into the local area to pick up stray carts. I've done that in the past. It didn't hurt my feelings any.
no employee will travel 3 blocks to hurl a cart for minimum wage. F these stores. they donated to BLM. thousands. walgreens donated a quarter million. but theyre too cheap to pay someone with a big truck to round carts? stores deserve it

In southern CA we have guys that drive around and pick up shopping carts off the streets. They take them back to the stores and charge a small fee for each cart. And in most stores now you can't take the carts out the parking lot because the wheels lock up when you do.
Anybody who steals a shopping cart should be charged with a misdemeanor and around 90 days in the local slammer.
If the store property is take off the physical location its not the stores liability anymore
