It can't just be whimsically decreed as restricted by any random public servant that happens upon you while you're on public land in a publicly accessible area.

standards of police training have changed a lot apparently over the years. at one point it used to be drilled in to recruits in training what public and public place was and the difference between the two, the reason being that the ordinary officer on the street would be unable to do the basics of his/her job if they didnt know fully the difference. it may well be worth asking some officers at some point if they can describe what the difference between the two actauly are...i bet the vast majority cant even tell you the difference...if they cant then why?

standards of police training have changed a lot apparently over the years. at one point it used to be drilled in to recruits in training what public and public place was and the difference between the two, the reason being that the ordinary officer on the street would be unable to do the basics of his/her job if they didnt know fully the difference. it may well be worth asking some officers at some point if they can describe what the difference between the two actauly are...i bet the vast majority cant even tell you the difference...if they cant then why?
