It depends on the situation, and if there was a warrant or other paperwork filed to obtain the buccal swab. Personally, I feel that all high school seniors should have a buccal swab and finger prints taken. Then, upload the information into one encrypted/highly secure database, where this can serve multiple purposes. 1) Serves as a deterrent. 2) Assists law enforcement with solving physical crimes, in an efficient manner. Some may feel it is a violation of their 4 th Amendment Rights, however, if they or someone thy know was VICTIMIZED, they may feel differently.
